                   <!--<p>On 7 October 2026 the Cardano Foundation announced that CIP-0113 is live on mainnet, following independent security audits and without requiring a hard fork. The standard lets a token issuer decide who may receive it, freeze balances, seize them and, depending on the rules it chooses, move them without the holder&#8217;s consent. The checks \u2014 identity, sanctions, any transfer rule the issuer encodes \u2014 run on every movement, including those between different wallets and services. The technical specification contains one detail that says more than the announcement itself: it advises lending services to examine those powers before accepting the token as collateral. In other words, the standard itself acknowledges that an asset with a kill switch is not worth the same as one without. From perimeter to substrate For a decade, regulatory compliance in crypto was enforced at the perimeter: exchanges, custodians, VASPs, on- and off-ramps. The asset was neutral; control sat at the points where that asset touched the traditional financial system. That meant the regulatory unit of analysis was the entity \u2014 licensable, inspectable, sanctionable \u2014 and not the instrument. CIP-0113 inverts that order. The rules, in the words of Frederik Gregaard, the foundation&#8217;s chief executive, &#8220;have to travel with the asset and apply every time it moves&#8221;. Technically this is not entirely new: Ethereum has ERC-3643, Solana added transfer controls via token extensions and the XRP Ledger lets issuers restrict holders and perform clawbacks. What matters is not who got there first, but that the capability is becoming a market requirement across every chain that wants to host regulated assets. When four ecosystems build the same primitive in parallel, they are not competing over an innovation: they are responding to the same demand from issuers. And that demand has names attached. A fund sold only to verified investors needs to reject transfers to anyone who has not completed KYC. A stablecoin issuer needs to stop its tokens reaching a sanctioned address. A bank tokenising a bond needs to be able to execute a court order against that bond. Without those capabilities, the asset simply cannot be issued under most regulatory frameworks. The Cardano Foundation underlined the point by simultaneously announcing recognition under the certification framework of the Capital Markets and Technology Association, the Swiss body whose standards are used to issue tokenised shares. The target audience is not DeFi users. The digital gilt is not a footnote This is where the technical piece connects to what is really at stake. The United Kingdom has appointed six banks to lead its first digitally native sovereign bond. A public debt instrument issued onchain cannot allow anyone to transfer it to anyone: the issuer is a state, the register has legal effect and the sanctions regime applies to every holder. A digital gilt requires, by construction, exactly what CIP-0113 standardises. That changes the conversation about tokenisation. The usual argument \u2014 T+0 settlement, collateral mobile 24\/7, fractionalisation \u2014 assumes the advantage is operational. But the bottleneck was never settlement speed; it was the ability to reproduce onchain the control powers that securities law takes for granted: precautionary freezes, attachment, reversal of fraudulent transactions, segregation of holders by jurisdiction. Tokenised sovereign debt arrives with those controls or it does not arrive at all. So the operational question for the next eighteen months, for anyone building in custody, treasury or tokenisation, is not whether the asset settles instantly. It is who can switch it off, under what evidentiary standard and with what route of appeal. Conduit: power without procedure Today, the answer to that question is uncomfortable. On 6 October Conduit sued Tether over $2.76 million frozen for roughly a year, arguing that the issuer has &#8220;no legal right&#8221; to those funds. The freeze is said to have occurred in the context of a Brazilian investigation, with no US court order against a US company, and no sustained explanation to the holder. Tether has for years exercised de facto the power that CIP-0113 turns into infrastructure. The difference between the two cases is instructive: Tether does it as the discretionary decision of a private company, case by case, on unpublished criteria. CIP-0113 does it as a protocol function, declared in the token&#8217;s specification and, in theory, auditable. Standardisation is an improvement in transparency. What it does not solve is the underlying problem Conduit illustrates: the power to freeze exists long before the procedure to challenge it. None of the standards \u2014 not CIP-0113, not ERC-3643, not token extensions \u2014 defines a maximum freeze period, a duty to give reasons, an appeals body or a rule on who bears the opportunity cost of immobilised funds that turn out to be lawful. They are execution specifications, not guarantees. Procedural rights are assumed to be imported from the offchain world, unless the issuer sits in a jurisdiction where those rights are not easily enforced against it. The state delegates enforcement On that same 6 October, FinCEN published in the Federal Register the withdrawal of its proposed special measure on crypto mixers, the rule published in October 2023 that would have designated convertible virtual currency mixing as a class of transactions of primary money laundering concern. Two pages in the Federal Register to dismantle three years of categorical rulemaking. Read together, the two moves describe a shift. The state is retreating from regulation by category \u2014 banning a class of transaction, defining a perimeter \u2014 while control migrates to the asset layer, where the issuer exercises it. This is not deregulation: it is outsourcing. The surveillance function does not disappear, it changes hands. And the new holder is a private entity that, in the Conduit case, happens to be an offshore issuer effectively enforcing a third jurisdiction&#8217;s investigation against the funds of a company from a fourth. That is the geopolitical dimension the technical coverage skips. A token with embedded rules exports the issuer&#8217;s policy to every jurisdiction where it circulates. The user deposits ETH or USDC into a vault contract that records their balance as a private note; to spend, their own machine generates a zero-knowledge proof showing the request is backed by funds, without revealing which note or which deposit it came from. The server validates the proof and issues a temporary API key with a spending cap. Every payment publishes a nullifier, a serial number that prevents the same balance being spent twice and, according to the Foundation, exposes nothing else. The client exposes the standard OpenAI and Ollama APIs on localhost. Which means any existing editor, chat client or agent works simply by pointing it at your machine. There is no integration friction. The design implements &#8220;ZK API Usage Credits&#8221;, the proposal that Davide Crapis \u2014 head of the Foundation&#8217;s dAI team \u2014 and Vitalik Buterin published on the Ethereum Research forum on 11 February. The same team shipped ERC-8004, the identity standard for agents, to mainnet in January. Coverage has read this as a privacy launch. It is one. But it is also, and above all, infrastructure that dismantles the only effective control point that currently exists over who gets access to frontier models. AI enforcement isn&#8217;t the chips: it&#8217;s the API key For three years the public debate about AI export control has revolved around hardware: H100s, licences, GPU smuggling routes. But access to frontier capability no longer requires owning the silicon. It requires an account. And the identity chain that underpins that account is precisely the one the Foundation itself describes in its announcement: &#8220;your API key points to an account, the account to a payment method, and every prompt you send adds to the record tied to both&#8221;. That sentence, written as an indictment of commercial surveillance, is also a precise description of the compliance mechanism. The inference provider knows who pays because there is a card behind it. It knows where the payment comes from because there is a BIN, an issuing country, a correspondent bank. Everything else is built on top of that knowledge: blocking of sanctioned jurisdictions, detection of abuse clusters, account suspension, and the theoretical ability to certify to a regulator that no listed entity has consumed frontier compute. Anyone who wants proof that this control is both real and porous should read The Economist&#8216;s reporting on the use of crypto cards to pay for US models from jurisdictions those models should never reach. The pattern matters more than the volume: the leak doesn&#8217;t go through the technical perimeter, it goes through the payment layer. A prepaid card issued against a stablecoin balance, with weak or recycled KYC, turns a geographic block into a formality. Why distillation turns this into a national security problem The second axis explains why Washington cares. On 1 July, according to OpenAI, an extraction campaign began that by 24 and 25 July had reached 16,000 requests from more than 4,000 users, within a cluster of over 15,000 accounts. OpenAI says it neutralised the campaign on 28 July and attributes a core of the activity to people linked to Moonshot AI, the company behind Kimi, while admitting it does not know whether all the operators answer to a single actor. The target was not the answers but the hidden reasoning: the encrypted scratchpad the model generates before responding. One of the techniques involved lifting the encrypted reasoning out of one conversation and asking the model to decrypt it in another. There was no break in the encryption and no access to databases; there was manipulation of interactions at scale. OpenAI calls it adversarial distillation, and the track record is long: DeepSeek in January 2025, the 24,000 fraudulent profiles and more than 16 million exchanges with Claude that Anthropic reported in February, Anthropic&#8217;s June request to Congress to criminalise mass model extraction, and Elon Musk&#8217;s admission in court that xAI distilled OpenAI models to train Grok. Look at the defence mechanism in every one of those cases: identify accounts, correlate them, shut them down. Anti-distillation is, operationally, pattern detection over linkable identities. If you cannot group 4,000 users into a cluster because there is nothing to group them by \u2014 no common payer, no card, no billing history \u2014 the only trace left is the content of the prompts and the IP. And zkAPI&#8217;s own documentation acknowledges both as open limitations: the gateway can correlate requests from a stable IP, and sessions can be re-linked through content, writing style or conversation history. The Foundation&#8217;s recommendation for anyone who wants strong privacy is to route over Tor. Incompatible by design Here is the collision. An inference provider subject to OFAC sanctions and to model diffusion rules needs to be able to assert two things: that no listed entity is among its customers, and that it can identify and cut off coordinated abuse. An unlinkable payment system makes the first assertion impossible and reduces the second to weak, rebuttable signals. This is not a problem of intent. It is a problem of architecture. The two designs optimise opposite variables over the same piece of data: either the provider knows who paid, or it cannot comply. Zero-knowledge cryptography does not soften that tension, it makes it mathematically unavoidable. And the industry is building both at once without acknowledging the contradiction: the same ecosystem funding agent identity standards (ERC-8004) and machine-to-machine payments is publishing the instrument that turns inference consumption into spending with no identifiable payer. The operational question is not philosophical. It is: who carries the risk? If a zkAPI relay issues temporary API keys against proofs, is it a payment services provider? A neutral technical intermediary? A money transmitter?
